The Thames ends, and the North Sea begins, in the Thames estuary.
Every other major river has its transition in its estuary too. Asking for a definitive location is nonsense... like asking where one's fist goes when you open your hand.

Agree with Scylax, the Thames ends in the Thames Estuary. The London barrier just controls Tidal Flooding.
