People are already held to account for their actions, so it would seem rather pointless. The Bill of Human Rights was introduced to protect ordinary people from abuse by the State.

Their are already thousands of laws that detail people's responsibilities and curtail their rights.

I just get rather tired of hearing 'it's my right' for this that and the other thing but with rights come responsibilties and it's about time this was emphasised.
