I immediately smelled a rat with this one; Cambridge University is mainly an engineering and science university does not generally get involved with certificates in HR Management - it doesn't have to.
I suspect that you are considering something from this institution: -

If so, this has nothing to do with the venerable university of the same name in the city of the same name. It's just trading under a name.
If you are serious about wanting a decent HR qualification, study something like this course from the Chartered Institute of Personnel and Development.
