Your can register a code with your card provider which is known only to you, without that code no purchase will be accepted by the bank.
You are correct in saying this would cut down fraud, I had a card hit twice before this code was set up.

This point was on TV recently and it's one of the main problems facing companies today. Most have to offer an on-line service to be competitive but one in four of their on-line sales turns out to be a fraudulent transaction. You would think there'd be a database vendors could access to find out almost immediately whether a card is cloned or stolen but apparently there isn't. The TV report showed that one in four vendors only find out they will lose their money once they've sent goods off.
There's a verified by Visa thing where you have a pin you put in to confim it's you though it does worry me you can change the password if you give some more details to get the transaction through.
