If there is a pobox number then do i still need to provide stamps?

I would assume so unless the address contains the word 'FREEPOST'
yes. a po box is exactly that - a box at the post office that people can rent, so their mail is sent to that, rather than their home address.
Both of the above are correct - But if there is a pre-paid envelope with '1' or '2' (and a registered num,ber) where the stamp would normally be, then you don't have to put on a stamp.
