Four different explanations of why the data was deleted. The final one makes absolutely no sense.

// His statement says his phone became ‘overloaded with data’, and so he often cleared messages to free up storage space. //

WhatsApp data is on FaceBook’s cloud server, not on the device. When you log into your whatsapp account by computer, phone or tablet you get the same data because it is not specific to the device. The data is stored elsewhere.
Deleting a text message will not free up a phone from being ‘overloaded’. A text message is an incredibly small file size, something like 1000th of a photo.
A very dumb excuse. It either proves he is very very stupid, or the explanation is a complete lie.
A sms text message is a maximum of 160 bytes, and is usually a lot smaller.

A byte is 1000th of a Kilobyte. A kilobyte is a 1000th of a megabyte. A megabyte is a 100th of a gigabyte
A modern smartphone has storage of 32 or 64 gigabytes.

So to remove a 160byte message on a phone is like taking a grain of sand from a beach to make more space.
deleting messages is using "modern technology" to try to save lives ... the man's a hero.
// Lord Bethell said: ‘The Good Law Project’s opposition to the use of modern communications to collaborate on the national response to a global emergency of unprecedented proportions is utterly baffling. //

The GLP are not opposed to modern communications. They are opposed to private email and whatsapp accounts being used and misused for Government business.
Government business is recorded for accountability and security purposes. He has a Government email account so should use it. To use private addresses and then destroy the evidence is very dodgy.

// As the junior health minister Lord Bethell recently told the House of Lords, the government relied on “informal arrangements” to fulfil urgent needs for PPE. One such informal arrangement was a phone call in April between Lord Bethell and Meller Designs, a company owned by a prominent Conservative party donor who has given more than £63,000 to the party. The company, which usually sells home and fashion accessories to retailers such as Marks & Spencer, was later awarded PPE contracts worth £163m. //
