It comes down to cultural differences. It is possible to grow to hate another society and its people simply because this is the culture in which you are raised.

Hitler regarded the Jews as responsible for the ecconomic ills of Europe, and his solution was to exterminate them as the vermin that he perceived them to be.

Saddam grew to a position of total power, and being a fundamentally evil individual, exploited it to the maximum.

Modern Western society, as a whole, practices reasoned attitudes to people, and tolerance of those who are different from ourselves - some pockets of other cultures see life as black and white - good and evil.

It is this difference in attitudes that makes the so-called 'war on terror' such a nonsensical concept. You might as well have a 'war on cold weather'. Terror is not a force you can fight against in a war, it's an attitude of mind - education is the way forward, not conflict.

There have always been people with narrow-minded bigoted views in all societies. Perhaps the question should be "How did such people rise to positions of power?". There were not enough checks and balances; and / or they were respondiong to severe internal or external strains and pressures which made people relax their guard about who was rising to power.
Amen,andy.
Hitler was jealous of the jews because they did so well with money. Saddam Hussain got some sort of kick from being evil and dictating his power over everybody.
