Chile's deep south?

no, hang on, that's the wrong way round innit; better make it the USA (see it rise from Hawaii, set from some of the more eastwesty bits of the east coast maybe?)

Well I suppose Panama is where they join so it would rise in the Atlantic and set in the pacific.

Hello jno - haven't seen you around for a while.
I think it would have to be Russia if your question is the right way round.
I think the question is the wrong way round. Because of the Earth's rotation the Atlantic is always "ahead" of the Pacific.
Russia fits the wording of the question.
can you see the Atlantic from Russia, bernardo? I did think of it but but didn't think you could really call the Barents sea or the Baltic part of the Atlantic. Hello neti, I've been in Zanzibar, by a pool (not as near to home as yours of course), so saw the sunrise over the Indian Ocean.

The sun rises in the east and sets in the west which doesn't really fit your question.

You are more likely to find a place where you can see the Sun rise over the Atlantic and set over the Pacific.

Unless Atlantic and Pacific refer to something else (Hotels etc)
