Road Names

When and who decides what to call a road name, why do they call it that? Abit like Magpie Hall Road in Chatham, was there once aload of Magpies in a hall once??? And when is a street called a street, a road called a road, etc etc.....

Basically, some fat bloated town planning dept. officer, when he has stopped doodling on his blotter decides to make one up. And we have to live with it.
