I have a 9 year old chihuahua, pomeranian, rat terrier mix. She can't sit still for more than a few seconds. She is very restless and is breathing very heavily. Recently, I have seen this and I have seen that when she lays down, sometimes, she will breathe so hard, you can hear it and her face starts to twitch. Not as bad as a seizure I don't think. Is it that she is getting older and it's a breed thing? Or is there something I can't see and should take her to a vet immediantly?

Please take her to the vet straight away. The wee dog is struggling and obviously in discomfort. Take her to the vets - no two ways about it.
Vets - now! A dog of this mix of breeds should be long lived and healthy and nine is not old. These small dogs should live till they are about fifteen or sixteen. Could be her heart not working properly, but only a vet will be able to tell you for sure.
