who pays for the guests when a couple gets married abroad?

do you mean the flights and accomodation ? im not sure. if i was getting married abroad i would ( if i could afford it ). some guests may be willing to pay for it themselves.
Guest I know who have been to weddings abroad have paid for themselves. Unless the bride and groom are absolutely loaded of course.

Couples who marry abroad do usually have a reception back home for people who couldn't make the actual wedding.

I guess this would be upto what can be afforded, after discussions with both families.

My nephew got married abroad a couple of years ago, we paid for our own flights, the grooms parents paid for the hotel for his side, and the brides did the same for hers.
My wife and I recently attended a nieces wedding in Toulouse. We paid for ourselves - though we could hardly afford it - and wouldn't have expected anyone to pay for us to get there. Other family members couldn't afford to attend but there was no animosity. It's the honour of being invited that counts.
I think the guests are usually expected to pay for themselves - isn't that exactly why lots of people go abroad to get married - cos only the very close friends and family that really care will pay to come and all those relatives you never see from one wedding/funeral to another don't bother!! Often the bride and groom will pay for the hotel for a few guests like their immediate family but on the whole guests pay for themselves
i think the bride and groom pay for the weddding abroad as its their decision to get married in another county.
