Is there any sort of code of conduct on Ebay?  It bothers me that people try and go behind the back of the system - "how much do you want for this?", etc.  Is this allowed?  If you don't want to bid, get out!

eBay have two sections of their site devoted to "The Rules"... Help and Community.

As for the scenario you describe, that is most certainly prohibited.

what irks me is when you see, say, an mp3 player, for a few quid, decide to bid, then discover that the seller is a hong-kong retailer and you've just bought the right to buy the product at full price. And when you decide not to, they mark you as a non-paying bidder.
