I am looking for a jacket I can stay dry and warm in when I walk the dog, without too much weight or bulk. I'd like a hood, and it should be just above knee-length,or thereabouts. Any recommendations as to brand.

Go to your nearest farm supply shop, they will have the best, they also sell good trendy stuff if that is your thing.
You could do worse than a German army surplus parka.
Not high fashion but trendy in an alternative way and very practical.
Loads on ebay.
berghaus if you are flush, m and s if you are less flush. Go look in menswear in M and S.
Or 'Deerhunter' - my choice for contry sports activities. They do ladies styles but any would do the job.
Ebay again or http://www.sportsmanguncentre.co.uk/

No farm shops near me RATTER... :-(

Looks like I will have some online research to do this afternoon.
I've also looked at Woolrich, and ladies Alpha Industries (on ebay-they are both pricey at full price).
Deerhunter Montana jacket - half price at SGC. Hood + zip out fleece so good for all year round.
This is what i wear for dog walking. Its about 4 inches above my knee and I am 5'3"

nice and warm and hasn't let water on me yet and I have been out in storms and gales. Its very light and for 59 quid, I reckon its a steal, as i said, ignore the fact that its designed as menswear!

Thanks Tambo...but I'm not a big fan of quilted coats.

No hood,woofy...and it looks hip length to me. I'm 5'6". Thanks anyway.
hood is zipped in to the collar, but yes on you it would be short.
Suggest you buy M65 Field Jacket. Waterproof, warm, detachable lining, 4 capacious pockets, sturdy full-length zip, tuck-away hood. About £35. From:

A lifetime jacket. Recommended ++
I've got one of these, can highly recommend it if you don't want quilted/padded.

cotton trader do knee length Barbour type coats.
Try Cotton Traders. I find their outer wear as good as the more expensive stuff and have two coats from them that are just above knee length (I am 5'8" and rapidly shrinking!!.

These are excellent and really warm. Not padded as in Michelin Man.
