Why is February the shortest month?

Does anybody know why February has always only had 28 days in the month instead of 30 or 31, and why every 4th year is a Leap Year with 29 days?

It all started with Julias Cesaer...they kept changing the amount of days in each month....August was given another day taken from July and July was given another day from February. Julias Cesaer made those decisions .
Did you never do this at school ?

It's because there are 365 and a quarter days per year. Every four years we make up for that day by adding it to the shortest month - Ferbuary.
