Can You Transfer Before The Semester Starts?

i am going to Saint Marry's for college, however i want to transfer to a university in LA a soon as possible since my family is there. i was wondering how long do i have to wait before i transfer, like week. day? month? or could i transfer before the semester actually starts.

but my advice would be to email the relevant institution (or, possibly better, pick the phone up and speak to them directly).

Here in the UK there is no facility for transferring from one higher education institution to another. You have to stay with your first choice university or leave and then apply to another (to start from the beginning of the course), with the obvious risk that you might be rejected by the second university. There might be similar constraints in the USA but a few phone calls should tell you all you need to know.
