Is there any scientific reason as to why we would describe a submarine as being under the sea as opposed to being in the sea?

Just word play. A boat is in the sea. A submarine is under it.
Please see my response in Phrases & Sayings.
And the boat would be in the sea because it displaces water and is partially under the surface, and a submarine is compeltely under the water meaning it would have to be under, does that make sense?
