Moving the fuse box and card meter

basically we're gonna be moving soon into our 1st flat we've found a perfect flat, but the only thing that i really want sorted is that in the living room(and its a smallish room) theres the card meter and fuse boxs behind one of those white box you see outside flats. it won't be such a problem if it was outta the way but its in the middle of the wall and its at about knee hight(maybe a little higher),

I was just wondering how much it should cost and how big a job it is???
prev Would it be best to lay new lino onto a concrete floor or could i just lay it on top of current lino
