Why India has been used 82 1/2 degree as Indian Standard Times?

It's really a compromise. Obviously it's best if time in India corresponded easily with times in other parts of the world, all of which are based on GMT. You wouldn't want India's time to differ from GMT by 5 hours, 17 minutes and 29 seconds, for example. So the 82� 30' longitude provides a 5 hours 30 minutes difference from GMT. If they had used a 5 hour difference, then the meridian of longitude would be just east of Mumbai. This is a bit far west, and 82� 30' was considered better. Though it's not the middle of the country, it's closer to the middle than Mumbai is.
