What exacly are you doing?
Living in the western U.S., I'm not familiar with your growing season. but the middle of March seems terribly early to set out either plant. The soil temperature should be minimum of 50 degrees F, and warmer is better. Neither plant will do very well until warm conditions arrive...
this week in the UK we can expect 13-15deg`s so try again and don`t be in too much of a hurry. `Patient pays` my old dad always said.
Misprint----patience, not patient.
Here is a good chilli forum for questions.

Thanks everyone. I've got them in propegators in a small greenhouse. maybe the weather isn't warm enough yet. The packet said sow in February
Your propogator would be better in a warm room. Put it on the hot water tank or in the airing cupboard. Then when they start to germinate put them next to a sunny window keeping soil damp not wet at all times.

Once risk of last frosts has passed hardenen them off by slowly introducing them to the greenhouse temps.

I've had my tomato seeds in a propagator in my kitchen for the last 2 weeks and they are coming along nicely...the plants are about 3" at the moment so it will be a while before I plant them outside..
It will depend on the variety of tomato. I'm growing 3 types. The Italian ones (Roma) are about a foot tall now and showing the first flowers. The others are only just peeking through the soil, but they were sown later. These are all in a greenhouse.

Our peppers are only about an inch tall at the moment.

There's plenty of time yet anyway, so I woudn't worry.
don't worry about your chillies as long as you keep them moist in the greenhouse they will grow when the weather warms up.I grow them in large pots in the greenhouse and when they really get going stand them outside in the warm but take them back in when the weather is cold at night or excessively wet or windy. They will grow, just be patient
I start my chillis sweet peppers and tomato's in seed trays on my window sill and never had a problem getting them sprouting,i dont have room for a glass greenhouse i have a couple of cheap plastic ones that do fine when the plants are ready for outside
