When the body temperature rises, the capillaries near the skin surface open up (vasodilate). This brings more blood to the skin surface where it loses heat by radiation.

When the body temperature falls, the capillaries near the skin surface close down (vasoconstrict). This results in less blood being brought to the skin surface so less heat is lost
