university withdraws funding

This just happened to a friend of mine. They are a lecturer reaearcher, and, I thought **** hot. They got millions in independent grants, but I suppose the university has the last say. All research has ended (they were on a paper a week). What normally brings this about? Is it a euphemism for something more serious, like plagiarism?
ps. This person plagiarized my ideas, but I did not enter a formal complaint about it, but it was known.

What reason was given for the funding being withdrawn?

Sounds like a euphasim for "waste of money" I'm afraid
