According to reports this dam in China is in a state of collapse leading to a catastrophic event.

Is it a problem that can be solved by the world's best engineers?

The problem is not engineering, the construction is sound. The catastrophe is environmental. The physical effects down river of constructing a dam and it's impact on the environment and wildlife.

My guess is they won't give as damn (no pun intended) as long as they get their hydro power.
Well, I don't think they'll tare down the dam. So they'll have to utilize some clever environmental engineering to deal with the the problems caused by the dam. It can be done. We're pretty good at fixing things (maybe not quite as good as we are at breaking them?).
