There are several theories about this and no agreement. The T Rex must have been able to get up when it was first born, but it may well have had help from its mother.
Think in terms of a bird which falls over. Some will use their wings whilst others such as the ostrich have wings which are about as much use as the arms of a T Rex. Although T Rex could use its arms for grasping, they would never have reached its mouth and certainly wouldn't be strong enough to push it up from the ground.
It is likely that the T Rex used its enormous tail as a counterbalance to shift the centre of gravity backwards and positioned its back legs underneath and pushed upwards.
Same way as a Kangeroo I'd guess!

Thank you jake-the-peg for making me smile :-)
Well it was only partly humerous. After all there are a number of analagous sprecies with small or non-exististant arms. The ostrich also for example but kangeroo will have a low center of gravity so is a better example.

It gets up much as Mr. Clever describes
