how would u create a singularity using a partical exslorater.

you wouldn't use a partical accelerator. To create a singularity you need enough matter to collapse under it's own gravity without that matter being able to resist the collapse. Approximately 7 solar masses should do it. (Chandrasakar limit)

Micro black holes are possible in principal but I'd have to say that my money's on them not being possible

Well if we are being pedantic It's true just not complete. Primordial black holes are indeed predicted by the equations.
