It goes up and down a bit.
You'd probably need a measure of their kinetic energy. This will depend on velocity and mass of the wave and the conversion rate to useable energy.
There is a huge amount of energy in waves . Some years ago there were proposals to build tidal power stations. One problem is they are liable to destruction from storms and could be a danger to shipping. Maybe environmental considerations stopped it
