Why do courtesy cars never have hub caps on the wheels?

Didn't know that was the case.

Often unmarked police cars can be identified by lack of hub caps. The removal of them lessens the risk of killing someone in a road traffic accident. Maybe less insurance if this holds true for courtesy cars.

Usually courtesy cars are the lowest spec model of the cheapest car they do. They would start with hub caps but they are never replaced when they get lost, eventually they are hub cap less.
