Is there an office,(is it 'The Commissioner of Madness'?), which looks after the interests of people who are incapable? Could they act in this case?
Was he in any state to give away valuable assets?

Tis the Court of Protection Sandy (but I think you knew that) I also think that there is some kind of "with intent to defraud" catch all which would cover this should the whole thing ever get to court.
