Quite simple really. It's because there is no such person as Charity. It is a fictional character in a made up show, written by people to make a dramatic story.

Good question,lilacben .We know it's only a soap but surely it won't be long before someone puts two and two together. I thought Rachel's sister or Jai's mother would have said something before now.Hope this saga doesn't go on as long as the Cameron one !!
