I am not sure what you mean by "What is the idea with . . .".  The first person who had an idea on this was Newton himself.

You will find out more about non-Newtonian fluids here .  BTW, custard isn't the only dilatent (rheopexic ) mixture.  Have you ever come across silly putty?  and of course, thixotropic mixtures are also non-Newtonian materials.  Have you ever fallen into a quicksand?

Surely the person who didn't have an idea on this was Newton since these materials don't follow Newton's definition of fluids and that is why they are described as non-Newtonian.
