Soakaway into clay

I live in rural Staffordshire, and we have a septic tank which soaks away into the neighbouring field. Somehow we have water leaking into the septic tank, but we can't find where from, and if we pump it out, it has completely filled again within 24 hours. We tried digging a big pit as an additional soakaway, but as we are on clay, all we appear to have done is create a large underground lake!

2 questions: How do soakaways ever work on clay?

How do you find and plug an underground stream?
