Fully solved but can't see wordplay for
10a A cat managed to crack old English biscuit. Ans oatcake (or might be oatbake) .
14d Little people or tedious people having argument. Ans borrowers. Bores/rowers somehow but little people?

A Cat + OE (old English) - not sure where the K fits in = oatcake
The Borrowers were miniature people in a series of books of the same name http://en.wikipedia.org/wiki/The_Borrowers
14d tedious people = BORERS, put argument = ROW in the middle
10a The clue says FINE English not OLD which means

fine = OK which you crack(break) with anagram of ACAT giving OATCAK
then add E (English) answer OATCAKE
that does make quite a difference
