I'm stuck on the last two and would appreciate any help.

1d Always coming in to use rod and line - over-eager, in fact (8) ?E?E???H

10a Brings the ship to dock, one hears, for new arrivals (6) ???T?S
"Berths" fits but not too sure about the new arrivals.

Can anyone help?

i reckon it's the other way round: BIRTHS (because it sounds like berths) because 'one hears' goes with the 1st part of the clue

The two commas make it go with either side in my opinion.
