Hello folks, late and raucous night last night, so feeling a bit bleary. Can't for the life of me work out what the answer is this week ....
"This rainy capital was designed in the 19th century by an engineer with a rather unfortunate (to modern ears) name. The largest in its region, it gained capital status at the expense of a city on a nearby island that was hemmed in my geography. Largely built on reclaimed land, it sits on a peninsula surrounded by mangrove swamps. Name the city"

Is it, by any chance, Suva, on Fiji?

The answer is Suva. If you check wikipedia there is an image of Thurston Gardens which is almost identical to the one in the newspaper. I think the engineer was Colonel Pratt. Best of luck,
