Surely x and y could be an infinite number of values as there is no term that involves them both? And there isn't a second equation?
Multiply everything by 10 and the equation becomes:
9X + Y= 1570
so Y= 1570- 9X
As Quizmonkey says, you can't solve this without knowing the value of X or Y.
For example:
When X=0, Y=1570
When X=1, Y= 1561
When X= -1, Y= 1579
When X=100, Y= 670
etc
etc

X and Y take the form of

(0.9*A)+(0.1*B)= X or Y
where A and B should be whole numbers

I don't understand the question you are asking, and I'm not sure you know what the question is.
Can you restate it in exactly the form it is written in your book?
