Is around = si
so Sire - not sure why!
Yes = sire is a male salmon.
sild (small fish) ..... is < + L(ea)D (watercourse)

Oh dear, Aquagility! What is the clue to the L / R discrepancy?
I'd go for sild as the L in 23d replaces R (Romeo) and makes a Shakespearean word
To answer my own question ...
23d An incentive left for Romeo - a churlish Shakespearian. (6)

carlot .... carrot (incentive) ... substitute L for R(omeo). Shak word for churl / peasant.
I'm sure you're right. I'm not doing the puzzle, but was trying to match cagee's letters.
