Why is it that so few major cities have Zoos ?

Why is it that so few major cities have Zoos -(only Bristol and London) -is there some charter or act preventing this ?
Could be argued that a continually busy city enviroment would have negative impact on animals?

How about Edinburgh? And no, I wouldn't have thought that when most zoos were founded that anybody would have thought about whether a city environment was good for the animals or not.
This is the most interesting one where you can walk with and stroke wild wolves..................
