What is the fabric used in a petticoat, made to have the outer skirt 'stand out' wide at an angle? Is it taffeta?

Not sure. My memory of it was that it was a sort of stiffish netting
I thought it was crinoline
I think you can use a host of fabrics - stiff ones like organdy are good for making them stand out
