old red Paint

We have an old basement 60 yr and a previous owner painted or stained the floor withsomething red like red oxide. If powders upchalking dust all the time. Paint does not stick to it . Is there a way to remove it? Paint remover does not work. Thanks

Try one of the large DIY chains and see what they have to offer International paints do a range of paints for different surfaces like tile paint and melamine paint and blackboard paint read those to see the one that works .You can also get a product called paveseal that they use to seal pavements instead of tarring them you just paint it on and it gives a rough textured finish.
