If an illustrator created a art work requested by someone, does he/she retain some part royalties of the copyrights? i

Depends upon the contract - for example, most wedding photographers retain copyright on the photographs they take of your weddings.

I would say that it was normal for the copyright to remain with the artist.

Unless you've come to an agreement with the artist, the artwork remains copyright of the artist.
