Name the City named after a British Prime Minister, whose name adorns several pubs and the ground of a Scottish Football team.

Palmerston Park is the ground of Queen of the South FC and British PM, but none of the cities called Palmerston quite seem to fit the bill (Darwin used to be called Palmerston and has the gold rush & climate, but wasn't founded until 1869).

Darwin - formerly Palmerston
Located on Port Darwin, a deep inlet of Clarence Strait in the Timor Sea, it has one of Australia's best harbours. The harbour was named in 1839 for Charles Darwin. The port, settled in 1869, was known as Palmerston until 1911.
