smoking in toilets

i rent a unit in a building which provides traders with toilets. if someone is smoking in the toilets does the building manager have the right to close the yoilets down to all traders for weeks on end?

If somebody is breaking the law by smoking in the toilets and the manager is unable to identify the culprit(s) I don't see what else he can do.
