if I buy items on ebay for my business, how do I go about paying VAT?

If you are buying off a private individual or an organisation not VAT registered, they won't be charging VAT so you can't claim it back. A VAT-registered business will issue a VAT receipt, presumably.
If your turnover is �64,000 you must register for vat you can then claim back any vat you pay on business associated goods and services (you can voluntary register for vat at anytime)
It is illegal to charge VAT unless you are registered. If the company is not charging you vat, no big deal. If they are charging you vat, they have a legal duty to supply you with their vat number.

Bear in mind that any business websites, including ebay shops, must now show the full trading address and vat number if applicable of any business
