Have got all except this which looks like 'out at heel' but this is not a phrase I'm familiar with. Maybe it's a localised expression.

Chamber's gives out-at-heel as a phrase.
It means showing the heels through holes in your socks!! :-)
It's a few steps on from down at heel.
