Last one, could someone please confirm that

43a Dither, having no heroin to declare A?E?

is AVER, taking the H from HAVER. Does haver definitely mean to dither in ?Scottish, I'm pretty sure it's correct but it would be good if someone could tell me for sure. Many thanks.
