I would guess at MONOPOLISATION, though I wouldn't know why. Perhaps Z insread of S.
MOTION containing NO POLIS A. I'm assuming that the A is first letter of AT, but does POLIS = COPPERS?

It is definitely Monopolisation. Polis are the police or a police officer.

Anyone who has watched 'Taggart' will be familiar with the Glasgow 'polis'

polis is the scots (and malay, turkish and swedish) word for police - ie coppers

poliza is spanish for police but then the at first bit is unexplained
