Many thanks JMR27, crofter and bridgenut. I had "work force" for 1 down which is obviously wrong as the first word is now W?A? (the A from Arbroath).
The clue is "Police under strength? A basic fact of nature " (4,5) W?A? / F?R?E
Any ideas please?

I too had "work force" at first, but it didn't look right. When I looked up "weak force" in Chambers, the definition given above was listed - only then was I 100% convinced!
