1999 childrens show on itv1 title

anyone remember the show where it was like a comic strip page, and it would zoom in and out the sectiosn for the little parts of the show? and one part was 'The Handy Men' or soemthing and it was a blue hand and a yellow hand doing stuff on a black background? it would of been on around 99 and i THINK it was on itv1. Anyone know the title?

It was on ITV (or CITV) and it's been running since 1993.
