I am stuck on bottom left. Is 16 down "evildoer"? Clue: Bad actor - it's criminal! (8). Also: Rough silk tights first given us, chafing. (7). I have : T?????? . And, 28 across: Brightly coloured fish inside swam around (6). I have : R?E??? but only if "evildoer is right for the "R". In a pickle one might say, help please.

agree with evil-doer and all I can think of for 28a is reeled - EEL in RED

Hello homeresque, yes I think you're right. this makes 19 down "tussore" - T (tights first) US and SORE- tussore- a rough silk. However I still can't fit in 23 across," Salts needed for plumbing. (8). I now have: L?A?S?E? I can only fit "Leadsmen" which is not elegant. Any thoughts anyone.
I'm sure it is LEADSMEN - salts (sailors) needed for plumbing (depth sounding) and, as you say, nothing else fits...
Yes, evildoer.
Also, leadsmen would use a plumb-line.
