non payment of council tax ,iirc, does not affect ones credit rating in any way, what about non payment of rent to a social landlord?

it would if they obtained a CCJ against you, which would be the sensible course of action.
Don't forget that the council get jail you for non payment, in the final action,that is worse than losing a credit rating!
