Does anyone have the definitive answer to what is the minimum number of starter digits for a Sudoku to be soluble to a unique solution?

An article about Sudoku in New Scientist last December suggested a research project had found that they could not construct uniquely solvable puzzles with less than 17 givens. This had not been proven, though.
